Ingredients : 250 grams mince, 1/2 cup of bulgur or rice, 1 tablespoon of flour, pinch salt, pinch pepper and 4 cups of water. 

Preparation:

Knead the mix of rice or bulghur, flour, salt, pepper with mince. Make small balls and roll up. Put these balls into boiling water in the prepared sauce. Adding lemon juice is preferable.
